Clock rule 5.1.

If you run the clock while a player is thinking about whether to accept the resignation, you incentivize the player to simply reject out of hand in order to avoid having his clock run. There is no downside to rejecting, after all, since if the position is really gin the director will come over and say so.

If the game is meaningless (i.e., the outcome is known to both players), then the downside of rejecting a resignation is having to play out a meaningless game. Why does the Director need to be involved?
