Neil, you made the case very nicely: "If you give a bye to someone with the least losses you're giving a bye to someone who may be the eventual winner and clearly increasing his chances to win, much more than giving a bye to someone who is almost knocked out anyhow."

The players with the most losses will tend to be the players who have had the worst luck so far in the tournament. Why not give the bye to the player whose net luck (after getting the bye) will be closest to zero?
