In my view, there should be stricter rules on hedging to prevent such abuses
AFAIK, there are no written rules for side bets in backgammon. (Hedging is a form of side bet; in this case you are betting on your opponent to win.)
There is an unwritten rule that you don't bet so much that you distort the incentives of the players involved in the main bet (the tournament).
and more lax rules on resignations to allow a player to save a few minutes in a hopeless game when he wants to grab dinner, catch a flight, call his wife, etc.
It seems to me the resignation rule is just right. In virtually all contact positions both players still have a chance of winning. If not, they're within a roll or two of losing contact anyway.
