I'm not seeing this. Say we start with 3/off; 3/off. Now White rolls 21. It doesn't matter if she plays 2/1 first; she's still forced to bear 2/off in addition. At this point she has one checker on the 2pt and five on the 1pt. For the next 21 she can play 2/1/off, but then she bears off the remaining 5 checkers in at most 3 rolls, for a total of seven rolls, not eight.

Starting with 3/2 3/1 doesn't help either. You suggest that the next roll be played 3/2 3/1 as well, but White no longer has any checkers on the 3pt, let alone 2. After 2/off 2/1; 2/off 2/1, she has seven checkers on the 1pt, which must then come off in at most 4 rolls, again for a total of seven rolls, not eight.
