You get to 8 rolls by playing the first two 21's 3/2,3/1, then the next two 21's 2/off,2/1. The next 21 is 2/1,1/off. So, thats 5 rolls, 3 checkers off, 6 remain. 3 more rolls for those 6 and thats a total of 8.

Please review the part of your statement in red typeface. The problem is that you can only play 3/2 3/1 one time.
