I agree the rating of a chessplayer at a given moment may not be a good indication of his playing strength. The best example, as you alluded to, is a talented, young player who is on the verge of making a big surge forward. His opponents would definitely realize he is underrated after playing against him.

Also, a player's rating is just a point within a range in which he capable of playing. This range is determined mostly by his psychological make-up and to a lesser extent, his playing style. Certain chessplayers are well known for their ability for beating the best but also losing to the worst.

Getting good help is important for the aspiring gamesplayer. However, as you pointed out, especially at the higher levels, the Law of Diminishing Returns kicks in. Regardless of the extra time and effort spent, one critical input, brainpower is fixed and cannot be increased.
