"director must also keep an eagle eye out in order to determine precisely when the first of the two laggards arrives" is still an issue if penalty points instead of time penalty.
Here's one way to do it:
When the draw master writes on the score sheet the names of two players who are to play each other, he also writes the time the match is expected to begin by. At the same time, he prepares two official score cards (one for each player) with the following information filled out:
- name of each player
- length of the match
- time the match is to begin
These score cards are available at the tournament desk for the players to pick up before they play their match. If you don't pick up your score card by the time your match is to begin (+ some grace period), you will be assessed a penalty based on how late you are.
This also helps assure you don't start a match with the wrong opponent, or play to the wrong match length.
