IMO, this is the right idea. 10/9 creates a small, safe, stash of timing and if the blot on the 14pt is not hit Blue is doing ok.

On the other hand, everything else is an overplay that is likely to squander whatever timing is held in the outfield blots, while the chances of escaping a back man (and it surviving) are apparently not enough compensation.

It is slightly unhelpful that the rollout as posted shows only the sensible play for each game plan. For instance Bar/23 9/8 is, in a way, an inferior execution of the 10/9 plan. If it does well, that would confirm the above. Conversely, 14/13* shown as 5th is a little misleading. It is likely to be the worst legal play.
