Not exactly. The shift you propose gives White a much stronger block, a solid five-prime instead of a broken five-prime. That sounds like a good reason not to get hit. In your variant, and also in the original position, this may be the most important factor. Hara kiri is the wrong idea in both positions. To me, that seems more likely than a theory that the containment value of a two-point block is the motivation for making the 9pt.
