I'm not familiar with football, but I'm guessing from your question that the distinction between normal rules and meta rules is not so clear cut there. In strategy games, I think it is usually pretty clear what constitutes a "main" rule (a rule that defines the nature of the game) versus a "meta" rule.

In backgammon, it would be very wrong (cheating, even) to intentionally set up the board wrong or intentionally make an illegal move. But occasionally people do this by accident, and that's where the meta rules kick in.
