Rules of play vs. irregularities

In the book Characteristics of Games, the authors use the terms "first-order rule" and "second-order rule" for the distinction you're trying to make. Their notion of "first-order rule" is what you need to know in order to get started playing the game.

There's still no sharp distinction between a first-order and a second-order rule but their definition offers another way to think about the issue.
