Impossible Ruling

My opponent hit one of my checkers and instead of putting it on the bar, he put it in the bear off tray. As I understand it, the move stands. The checker is now off the board.
I think that's a matter of interpretation. Some directors would rule that removing an opposing checker from the board is not a condonable play.
can I get gammoned?
I would say yes. You haven't borne off a checker yet.
With Legal moves, what if I honestly didn't notice the error and then rolled the dice? Does the checker stay off the board?
I would like to see a rule like this: "If a checker is accidentally removed from the board or accidentally placed on the bar, and the error is noticed before two rolls have past, then the misplaced checker should be returned to its correct position."
For example, you take my checker off the board (instead of putting it on the bar). I roll the dice and go to enter my hit checker but can't find it. At that point, the checker should be returned to the bar so that I can make my play.
However, if for some reason I didn't realize my checker had been hit, I make a different play, and then you roll the dice, now it is too late to correct the position.
