There are two kinds of angle-shooting. The player who uses a bot is taking advantage of the fact that his opponent cannot see him to gain an edge in a game that has elements of both skill and chance. This violates the spirit of the game. Since it also violates the terms of service, that player may be forced to forfeit his/her winnings if caught.

Another kind of angle-shooting involves finding the twists in the rules that can be exploited for an edge. Like accepting the winnings from playing a bot but not wanting to pay on the losses. This is not a violation of the rules, so not punishable, but it is a violation of the spirit of the game - that skill and chance determine an outcome. I personally find this kind of behavior unethical. Others may disagree, and that is their right, but you won't catch me doing this.
