This is a well thought-out article which (IMO) brings out the issues involved. However I don't know that his solution is correct.
One problem with the current rules relates to the potential inequity with the diceroll. Those with no scruples save time by rolling with minimal shaking, stealing equity from the conscientious who "shake vigorously" as the rules require. Increasing the free time per move doesn't solve this inequity.
It should be obvious that the current accepted time controls contain an arbitrary component. Why is exactly 2 minutes per game optimal? It's very unlikely. But the time alloted per match is intimately tied to the clock settings. (Again the author recognizes this.) If 2 hours per match, 2.5 hours per match, 3 hours per match... is the goal, then the matchlength and time settings need to be coordinated to accomplish this.
What seems to have occurred is that the directors have determined the match time allocation based upon the 2-12 settings. (Or maybe the 2-12 settings settled out because they resulted in the desired time per match to complete the tournaments on schedule.)
But, IMO, the real issue is to make the time allowed for thought equal among all players, meaning a standardization of rolling time. This is easy to accomplish but I don't know if it will be accepted, particularly due to resistance from those "set in their ways".
