Touching an offered cube

True, it's not necessary (to touch the cube when passing), but it's still often done.
If a player picks up the offered cube (or merely gets hold of it) to slide it to the centre of the board, or next to the middle of the bar, or the middle of the rail on the opposite side - all out of habit before considering whether to take - do you think he should have to take the cube if he doesn't say "j'adoube" or "I'm just going to reposition the cube; I haven't decide yet" or whatever before doing so? What is the chance his opponent will immediately assume he's TAKING it because of this contact (perhaps giving off a 'tell' in the process)?
Informing your opponent that you're repositioning the cube before considering on take/pass may be a courtesy to some (and pointless and a waste of time to others), but should it be a legal requirement?
