Why do you assume touching is taking? Is it not necessary to also touch the cube when passing? This is not the same as the double / no double situation. There, it is not necessary to touch the cube to not double.

Due to this ambiguity, in the proposed USBGF rules, the take/pass act is final when the cube is placed down outside the playing area. This is a definite act with no ambiguity. The doubler must wait until this moment before making any assumptions.
