The strategic decision you're talking about will, for a strong player, very rarely come up, because the strong player will have turned the cube earlier.

The weak player, who has come to face this strategic decision because he's blundered a thousand times in a row by forgetting to double, is probably going to blunder again anyway. What is gained?
