Interesting you mentioned RFID tags. That was originally my thinking when I used the term "tag". I'm not up to speed with the specs on them but it would depend on whether they are active or passive tags and what frequency they are operating at. We'd just need something good to a few feet. I was thinking if you have an RFID reader on a phone (not uncommon now for newer smart phones) you might be able to come up with something. The question really is, if you tag checkers can you use the information available to determine location?
