Gregg, how long ago was this prototyping of image analysis done?
Image quality for dice recognition shouldn't be a problem anymore (if lighting is adequate and the dice are opaque). You would know where to look for them (inside the table and on a particular side of the bar). Doubles should be the same thing, you don't even have to scan the cube value, just track it going from the center of the board to any side, and then track if it change side.
Determining the end of a turn? Play with a clock that can be recognized. Some clocks light the plunger (button) at the side who's time is running.
You could also just have a "dummy clock" for the purpose.

Recently drove the new SAAB 9-5, it had a nose camera scanning for speed signs, which then appeared on the LCD display on top of the speedometer and LEDs lid up the frame in green or red color telling you if you were speeding. Most automotive GPS navigators have maps that carry speed limits, but they are not that good at road-work speed limits or other changes done with temporary signs.
I immediately thought that the speed and efficiency of this system, should be able to recognize checkers on a board (same shape, but even better controlled colors and background).
