Fastest Windows laptop under $500?

The answer is there isn't one. You are going to have to make a lot of tough choices that we cannot make for you. Laptops run too hot, break too easy, die too fast, and are way too much of a challenge to pack solid equipment into. I have suggestions if you are willing to spend $650 but most anything you buy in your price range is going to be an outdated paperweight so fast that I wouldn't feel right saying you should buy it.
