Fastest Windows laptop under $500?

I don't know what is the fastest, but I am sure my next laptop will be an Acer Aspire again. The Acer Aspire laptops don't look fancy or anything, but are strong and reliable (my current one has had 4 years of hard work behind it and is still fine).

I travel a lot in different climates (+40 to -40), often dusty environments (Mongolia, North China), so want something solid with a good fan in it (making the laptop thicker and clunkier I guess).

I just checked online and the newest Aspires seem to sell for under 500 USD. Don't know whether this helps, because I have not been looking much at speed as a sole decision criterion.
