Fastest Windows laptop under $500?

I know this is going to sound like a juvenile response, but I can't stress software solutions to speed problems enough. I was working with someone's computer yesterday who complained that she was having troubles booting up the machine fast enough, which she blamed on the processor. Considering she had a quad core installation, I couldn't have imagined this was the issue. However, she hadn't cleared out her browser caches in over a year, had a build up of temporary material and never run the defragmenter. I don't mean again to sound juvenile, but those things really make a world of difference regardless of what kind of hardware you're working with.
