Giant List - Mechanical Turk

If the bulk of the task is repetitive and mindless, but more easily done by a human than a computer maybe one might be able to scan all the ballots (minus the personal information of the submitter) and then use something like Mechanical Turk (Amazon) to make available all the ballots and have the ballots processed by crowd sourcing it. Something like this task could probably be done pretty cheap.

Amazon Turk has a task called "Transcription from an Image" for this sort of thing.

Before people laugh, I have made use of this service and it can work well if you have a suitable task.
