Reduce the number of players people vote for to no more than 25

In Response To: Reduce the number of players people vote for to no more than 25 (Christian Munk-Christensen)

There will never actually be an "accurate" way to rank who is the best by any voting criteria. I think most people think of it as a vote for the best players, but pretty much everyone also understands that it is a popularity contest and always will be.

As for how many to vote for, I don't mind the way it is now. If you want to fill out 32 names, fine. If not, your ballot will still be accepted as long as there are 16+.
