I like your compromise here on the number to vote for. The ballot would still have 32 lines, whether it is on paper or electronic, but would be accepted as long as some agreed-upon minimum number of names were listed.

One year I sent in a ballot with less than 32 names (I forget where I ended, might have been 16, or a few more than that) because I was having such a hard time ranking the other people. I was asked to fill in the remaining lines. I did so, but without too much confidence I was generating light rather than heat.
