My first reaction is to side with the player whose clock is running. If he wants to count out loud, that's his business. If it distracts his opponent who is not on the clock, I don't see a problem. The opponent can demand silence when his own clock is running.

I wonder whether there was some gamesmanship going on. Perhaps the opponent thought that counting silently would be harder for a player who normally counts out loud. If that was the case, then I am even more inclined to support the player who is on the clock.

It's his clock. Let him do what he wants!
