This is of course impossible to enforce - e.g. if I am bothered by you counting out loud, and you are bothered by me requesting you to be silent, we cannot both have our way. And while the best way to resolve it is just by a reasonable request done politely - and handled politely by the other party, there will be some point where the TD must decide one way or another. Thus, we must tolerate to be bothered to some degree, in order not to bother our opponent to a greater degree.
Another example, a situation I regularily put myself in in serious tournament play, is requesting that my opponent should not use headphones/earbuds during the match. It does bother me that in allowing use of headphones we will be more vulnerable to cheating (even if I usually completely trust my opponent in the actual match), and also it bothers me a little that it slightly impedes the required communication during the match, score keeping, pointing out irregularities, verbal cube action. My opponent otoh is probably bothered by playing without them - in a noisy playing hall. One way or another, one of us will have to tolerate a degree of bother.
