Most would agree that the player whose turn it is should be given greater consideration in terms of what they are allowed to do. For example, only the player whose turn it is may touch the checkers; his opponent may not (even if it's just to straighten them, or help out by placing a hit checker on the bar).
But your opponent has rights too -- he is certainly allowed to think during your turn. To the extent reasonably possible, he should be given a clear view of the board and provided an atmosphere relatively free of distraction.
So the question comes down to which gets higher priority, my right to count pips as I see fit (out loud, for example) or your right not to be distracted even on my turn? Fortunately most players are able to find a suitable middle ground. If you do need to count out loud, and your opponent finds it distracting, try to do it as quickly and quietly as possible.
