I suggest that the penalty be manageable enough so that the director doesn't have to be involved in most cases, and also not too draconian so as to drive players away from the game. For example, couldn't requiring the delay time to expire prior to playing the move legally and then a 10 second runoff after the move is completed be performed in most cases without TD involvement and without having to change clock settings? 10 seconds is enough to sting a little bit and encourage better play and makes the "math" easier when waiting for that runoff to wind down. And sure, in those cases where the players can't even peacefully cooperate in winding down the 10 seconds penalty, well it sounds as if they're in such an adversarial mode anyway that you may as well get the director involved then. But, I think in the large majority of instances this can be resolved between the players on their own.
