You got the point exactly. We write the rules assuming players are honest, because if you try to write rules to stop cheaters and sleazy characters, the rules will be draconian...they will require the rules to be 20 pages long and go into great detail...nearly impossible to write and even more impossible for everyone to know them and apply them over the board without a lawyer.

No matter what rules you have, if you have a dishonest person, which, as you say is the exception and doesn't happen much, then the only real solution is a vigilant tournament director. People get a reputation and a good TD will put a monitor on a known sleazeball and penalize him or forfeit him immediately. And players will be on guard and ask for help if they feel they need it.

Jeb and Chuck and I spent a lot of time studying this very issue and discussing it with many of the best minds in the game, and what I am saying above is almost completely agreed by all.

Even if you could write good rolling rules to stop and punish cheaters, you can't possibly expect his opponent to monitor and impose those penalties...it will always have to be done by an official, and usually when the official is watching. We already have the ability to do just that.

You will also find that short of cheaters, there are people who are known "edge-artists" in that they seem to almost always make mistakes in their favor and always seem to be looking for a sleazy way to take advantage of their opponent. When there is a dispute that involves such a character, a good TD will tend to rule in favor of the other player who is known to be a fair and honest person.
