Are you saying that the 4 PR players thus have the same chance?

Magnifying the difference might help show how misguided that thought is. Suppose there are 32 players in group A and 32 players in group B. The chance of any group B player winning a particular match against a group A player is 10%.

With the segregated draw the chance a player from group B wins is 10%. With a random draw the chance a player from group B wins is MUCH less. How likely is it that the finals match would even involve a player from group B and then there is only 10% chance to win (unless somehow it had two group B players).
