I believe the Woolsey-Heinrich table (created by Kit from Heinrich's database of matches) was empirically based BUT was smoothed to give a more/less consistent gammon rate. This makes sense because even though Hal had a LOT of matches, he couldn't have had enough to get an accurate MWC number at every matchscore. (And others have generated the W-H table pretty closely by building a table from scratch assuming a fixed gammon rate. I don't remember which gammon rate fits best but I think it's either 21% or 22%.)
