Yes it can. The point of contact between the runway and the plane is the plane's wheels, but the wheels do not provide power, they are only there to reduce friction between the runway and the plane. The engines provide the power which are unaffected by the way the conveyer moves. Assuming frictionless wheels, the plane moves forward at x mph, the conveyer moves backwards at x mph, and the wheels spin at 2x mph
