What kind of behaviour should we tolerate at a tournament - Beltway ABT example

This is rough summary of an incident that took place Saturday during the tourney in DC.... I was playing a match at the table directly behind but only heard the outburst (which lasted for several minutes).
Player A - makes some sort of illegal move or strange checker play. Then denies it and lies to cover it up. Player A apparently has a reputation for being disruptive and irritating to many others.
Player B - loudly objects and the director is called. The manner in which player B objects is perceived by many as very loud, rude, disrespectful to both player A as well as anyone within earshot (most of the tournament room could hear it).
The director rules, has strong evidence (i.e., a fair honorable witness) that player A lied and there are no further outbursts.
Should we adopt a practice that when there is clearly serious bad behaviour by both players that both are removed from the tournament? If so, should the director return their entry fee?
