In Response To: Rules Breakthrough in LA (Phil Simborg)

Phil, you wrote I can't see why [doubling] is any different than if you had rolled the dice, and since rolling the dice means the illegal play stands

But according to http://www.bkgm.com/articles/BowerHortonSimborg/RulesAndStandardsGuide/Gibson2013.html#sec-6.1 rolling the dice does not mean that the illegal play stands:

6.1. Illegal Moves

Unless the Director states differently and publishes such in advance, Legal Moves shall be enforced. After the conclusion of a turn, and before the dice are next tossed opponent's next play is completed, if either player notices that the just completed move is inconsistent with the dice (an illegal move), the dice shall be replaced on the surface with the actual roll showing, the checkers replaced to their position before the illegal move and the player must replay his turn. If the opponent had rolled before the illegal move is discovered, his roll is withdrawn and he re-rolls after the play is corrected.

If the illegal move isn't noticed until after the subsequent dice roll, play is completed the play stands as made. Illegal moves include leaving or placing checkers on the bar or off the board that should not have been left or moved there, not picking up a checker that had to have been hit in order to move legally, or moving checkers to the wrong points. Note that only the players or a tournament official may point out an illegal move — spectators are required to remain silent unless asked by both players to assist.

Rule 6.1 refers to the time that "play is completed" without defining (anywhere in the rules) what that phrase means.

When is a "play" complete? Is that different from when a "turn" is complete?

I gather that a turn is complete (1) when a clock is being used, "when [a player] presses the clock plunger" (5.3) or (2) when a clock is not being used, when a player (a) covers the dice with his hand after moving the checkers (5.7 and 5.8) or (b) "touches or moves either die" after having made a "full move" (5.3) or (c) "makes a valid move and then touches or covers the dice without stating that he is repositioning the dice" (5.7) or (d) "picks up ... either die" or "makes a move and then moves the dice or covers them without announcing that he is rearranging the dice" (5.8) (presumably doubling/taking/passing also completes a turn, although the rules don't say so).

Maybe the definition of when a turn is complete could be consolidated into one rule, instead of repeating it several times with different language in several rules.
