What is the lowest winning % for Too good?

I get 3/8 as a theoretical bound.

If A wins only bg and B wins only singles and B has no cube power then A has a cash at 3/8 win chance since -1 = 2 *(3/8 * -3 + 5/8* 1).

If A has win chance 3/8 plus eps and no roll that loses more than eps and a roll that wins then A is too good.
