Back in December 2011, Nack proposed the following rule of thumb:
If the opponent correctly makes his 5pt with 44 or his 3pt with 55 on the second roll for money, do not separate your back checkers on the third roll.
Igor Erovenko found two more exceptions to this rule last year. See his post 31P-44P-6x – Rollouts.
Evidently, the rule applies more weakly when 44P has been played. The best explanation I have is the one Sam Pottle gives for your 65R-42P-44P-64 position: White's priming prospects are much better in this position. Blue, therefore, should split, in an attempt to anchor on the 18pt. Making an anchor would neutralize the prime.
