Playing with a 12 sec delay in live play should normally not be a problem. One month ago the Norwegian championship was played, and the organisers decided on 10 seconds delay for the matches (and 2 min/point, as usual). Not sure why they cut down the delay from the more or less standard 12 seconds, but I don't believe any matches were won by opponent timing out. In some matches players were down to half a minute in time reserve and had to play quickly, but I heard no complaints.
Personally I prefer the 12 sec delay. It seems that if you roll and make your play while checking that you haven't overlooked anything, it takes 10-12 seconds. Too often 1-2 seconds of your time bank ticks away even when not pausing to really think.
