Art, Thank you for your response. You observation is good but I am not sure that it is correct.
The USBGF funds the streaming but does not necessarily fund the streamers. By that I mean that if you assume that their work is on a volunteer basis, then there is nothing to fund for them. My guess is that the funding is mainly for operational expenses, namely good internet connection, and hopefully for some equipment investment. But let me ask you what do the streamers get? The best that I can think of is a discounted hotel rate. I wish that someone that knows better can prove me wrong here.
I don't have a perfect solution but think that my idea is a good starting point. The logic is that there is an overlap between the players and the spectators. Yes some would be free riders and some subsidize a little more than what they should but it is for the greater good. Alternatively, look at it as a small tax that only those who cash in the open pay in a proportional way. That way if you didn't cash you pay nothing and if you did, you subsidize a portion of the streamer's entry fee, which even for the open winner can't be more than $50 tops (=1/3 of intermediate entry fee).
With your proposed solution, how would you get the spectators to watch? If your answer has any kind of donations in it, you would have a more severe case of free riders.
