What is the reason that the USBGF should tax non-members who aren't interested in this service?

Non-members still benefit from streaming, one way or another, even if they don't realize it.

so why the reluctance to ask those hundreds of people to pay a dollar for watching a stream?

When was the last time you saw 100+ people watch USBGF stream?

I am not sure if you suggesting making streams pay per view, or asking for donations. Making them pay per view will likely result in close to zero views. Asking for donations...well, most of the time you can't reach your goal, when you attempt that. That said, I have nothing against asking for donations. I just don't expect much come out of it.
