Alternatively, why not just pay out to all that make it to the Super 16?

16 out of 128 is a 1 to 8 payout ratio which seems a fairly typical ratio, at least here in the U.S.

Why have a last chance when every player has played at least 4 matches in the "main"? I've seen calls to abolish the Last Chance from several prominent players in recent years. This format seems like a good chance to do that without leaving players feeling cheated.

For those eliminated from the main, there could be separate events for the backgammon junkies, and those who are fed up after their bad luck could go sightseeing in London (the world's greatest city according to the tournament organizers) without feeling like they walked away from whatever little bit of last chance equity they might have had.
