The only grey area is that officials looked at the drop and determined it was correct before Tiger signed his card. I completely agree with you that ignorance of the rules is not enough to waive a DQ for an incorrect card. But the rule change was put in because of technology changes (HD TV) that allow you to see thing after the fact that you could not before. In this case, had Tiger asked about the situation, he would have been told that his card was good.

That said, a DQ still might have been the right ruling.
