Of course the rules don't allow you to improve your position, lie or swing path by dropping where you think you will have the easiest shot from.

Actually sometimes they do. In this particular case, however, he was given three options and the one he chose did not allow him a two club-length (radius zone) area, but rather required he drop as close as (reasonably) possible to the spot where his ball previously lay.
