OT: Am I the only one here who thinks poker is almost all pure luck?

The paper on the simplified model of poker examines a skilled player vs. an unskilled player. But no mention is made of how difficult it is to become a skilled player. The same methods in that paper would seem to say that tic-tac-toe is a game with a high level of skill despite it being very easy to play optimally.
