When making, considering or rejecting a play, checkers being moved to or from different points must be moved one at a time.

That's pretty good. Definitely more succinct. One difference though is that my original verbiage explicitly mentioned considering or rejecting a play, thus not applying to obvious or trivial plays that won't be rejected- e.g. making the bar point with an early 61, moving a builder from the midpoint and sliding a builder on the eight point to the bar in one movement. Or similarly, with an early 3 one, grabbing the builder on the 8 point, and sliding the builder from the 6 points onto the 5 point in one movement. Your simplified wording would proscribe this.

Of course one could reasonably argue that such exactitude in checker movement, even on trivial or obvious plays, greatly reduces the chances of dispute, but I fear that it would be met with resistance and lax enforcement.
