Standardized match posting - PR?

We don't need a match-posting-standard police, imo.

Those who want to provide PRs when they upload files can do so. I appreciate this extra piece of info which saves me some time when I am curious about the PRs but not really interested enough to bother to download the match.

Those who want to force people to open the files they upload can continue to upload files without writing the PRs.

I don't really see any downsides to writing the PRs so I hope that this will become the standard if we really need one.
