Re-buys are by definition not random, because the re-buy person is making a conscious decision and paying more total money to enter that tournament. It's like entering two horses in a race.

If the Carolina Panthers get knocked out in round 1 of the NFL playoffs, would be fair to let them buy back in? Of course not!
