I would suggest using a re-buy value proportional to the ratio of the re-buy fee to the original entry fee. E.g. in the November 2013 Las Vegas Open, Open entry is 450 and re-buy is 315, so re-buy/original is 0.7. Intermediate is 160 to enter and a 115 re-buy, or 0.6875 which can be rounded to 0.7 for simplicity.
The Chicago Open Intermediate bracket the last couple of years has been a multiple re-buy format, e.g. this past May there were 40 entrants and 104 re-buys to fill up 18 8-player qualifiers. The original fee was 100 and a re-buy is 0.2, so there you have it, 0.2 for a re-buy here. This format almost mandates re-buys to maximize equity, as a player can win two 8-player qualifiers to get a 1st round bye in the playoffs.
I will change the algorithm for re-buys and have a new spreadsheet for Ken shortly.
