The Oregon decision is not the precedent. In fact so much was left out of that letter. http://www.bkgm.com/articles/Levi/LuckVsSkill-BackgammonOnTheBoardwalk/index. In fact anyone can change wikipedias definition with legal precedent.

Just to use another example in Pennsylvania the Mayor in Philadelphia went on record saying he would prosecute anyone holding a backgammon tournament while in Pittsburg they look away.

Are you sure that was the original letter ?
