What Would the Ruling Be?

Remember, she broke the rules by moving the dice and by moving the checkers too rapidly
This is an important point that seems to be neglected in many people's opinion. Nobody questions Karen Davis' integrity. The fact remains, however, SHE BROKE THE RULES. You're required to move the checkers in a clear and unambiguous manner. Furthermore, you're not allowed to move the dice without notifying your opponent. It is my opinion that she didn't really move the checkers clearly. I don't believe she notified Phil that she was moving the dice, since the knocking of the dice was accidental. Accident or no, you are not allowed to touch the dice after they have been rolled. It's actually a rule, folks!!!
In the event of an actual dispute, and if Phil insisted that the roll be 54, then there is no doubt in my mind that the ruling goes for Phil.
As a general rule, rulings should go against players who cause the problems by violating the rules in the first place.
